Tolerated is not the same as legal
Cannabis is still illegal in the Netherlands, but since 1976 the government has tolerated small amounts for personal use and sales in licensed coffeeshops. This is the gedoogbeleid (toleration policy), and it applies in Eindhoven as everywhere in the country.

- Carrying up to 5 g for personal use: no prosecution, but police can take it.
- Buying up to 5 g in a coffeeshop, from 18, with ID.
- Up to 5 plants at home for personal use: no prosecution, but police remove them.
Illegal
- More than 5 g: a fine from €75. Above 30 g, it is a criminal offence (up to 2 years).
- More than 5 plants: a fine from €1,000 or community service.
- Buying from or selling to anyone outside a coffeeshop.
- Selling or giving to anyone under 18.
- Taking cannabis across the border.
- Driving with more than 3 µg of THC per litre of blood.
Legal
- Medicinal cannabis on prescription, from the pharmacy (since 2003).
How it works in Eindhoven
Coffeeshop rules
The most a coffeeshop may sell to one person in one go.
No alcohol and no hard drugs. Smoking tobacco inside is banned.
Eindhoven has not enforced the residents-only rule since 2019, so visitors are currently served. The rule still exists and the city can change this.
Since 2025, coffeeshops in 10 Dutch towns, including nearby Breda and Tilburg, sell only legally grown cannabis as part of a government experiment. Eindhoven is not part of it.

Is weed legal in Eindhoven?
Not exactly: it is tolerated. Under the Dutch toleration policy, adults are not prosecuted for carrying up to 5 g, and licensed coffeeshops may sell up to 5 g per person to adults with ID. Above that, it is an offence.
Can tourists buy weed in Eindhoven?
